Two vs One Rule
This rule causes the terminal to dispense two smaller bills where ordinarily only one would be dispensed to the cardholder.
For example, if the withdrawal request is for $20, two $10 bills are dispensed instead
of one. However, this logic applies only if one bill would normally be dispensed but two
smaller bills would result in the same amount being dispensed.
